Head of Project Finance
Leo is a strategic advisor on infrastructure development, procurement and commercial activity. Leo has held senior positions within both the public and private sectors and he has worked extensively internationally. His sectoral experience covers healthcare, education, energy, transportation, urban regeneration, housing and leisure.
Leo is currently Chairman of, and the UK Government’s representative to, the United Nations’ executive board of PPP specialists. He is also his Government’s representative to the EIB’s European PPP Expertise Centre (EPEC), and a director of the International Project Finance Association (IPFA). He sits on a number of other boards, including that of one of the UK´s largest PPP hospitals. He is a senior advisor to Government ministers, including membership of the Ministerial Health Infrastructure Board, and is a member of the International Urban Development Association.
Leo’s university career was based in Ireland, England and Spain, where he read engineering and physics. He is married with three daughters.
