General Advice

Strategic Investment Board Limited (SIB) maintains a facility to offer tailored support to Government Departments on procurement strategies in respect of individual projects and/or programmes outside those formally supported.

This advice is provided on request and in most cases, SIB's involvement will be limited - with no involvement formally in the procurement process and/or delivery management. Relevant areas include experience of the procurement process i.e. competitive dialogue, termination provisions etc.

In addition SIB has a supporting role in the maintenance of standard contracts (e.g. SoPCNI). Work with Departments on any derogations is also ongoing.

There is a need to monitor performance PPP/PFI projects that are now operational in line with contractual terms. We are evaluating how we can provide an operational capability within SIB along the lines that PUK Opens new window is currently undertaking in England. There are some 45 PPP/PFI projects completed to date in Northern Ireland.
